BBC Gaza Programme Considered a 'Major' Infringement of Media Rules, States UK Media Regulator

The British broadcaster was found to have committed a "major breach" of broadcasting rules by failing to disclose that the presenter of a documentary about the Gaza conflict was the son of a Hamas administrator, as determined by British broadcasting authority Ofcom.

An inquiry by the broadcasting watchdog into Gaza: How to Survive a Warzone has determined that the documentary was "materially misleading".

The BBC's director general had already issued an apology, noting there had been "a major oversight in relation to accuracy".

Ofcom has directed the corporation to broadcast a prime-time statement about its findings.

"Since this amounts to a significant violation of our regulations, we are ordering the broadcaster to broadcast a announcement of our findings against it on the BBC's second channel at nine o'clock in the evening, with a timing to be determined," the statement read.

'Potential to Undermine Trust'

The watchdog's statement declared: "Our investigation found that the programme's failure to disclose that the presenter's father held a role in the Hamas-run government was materially misleading.

"This implied that the public did not have critical information which may have been highly relevant to their evaluation of the voice and the content he provided.

"Trust is at the center of the bond between a media organization and its viewers, particularly for a state-funded media outlet such as the public broadcaster.

"This oversight had the risk to erode the very considerable amounts of confidence that the public would have invested in a BBC factual programme about the conflict in Gaza."

The programme was withdrawn from the online platform in last February after the narrator's family links were revealed, and in this past July an internal BBC review found it violated the organization's content policies on accuracy.

A representative for the broadcaster said: "The regulator's decision is in accordance with the findings of the corporation's inquiry, that there was a serious error in the film in relation to the BBC's Editorial Guidelines on truthfulness, which aligns with regulation 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we comply with the regulator's ruling in complete. We will comply with the penalty as soon as the timing and wording are determined."
